It is very uncomfortable to inhale the smoke of a cigarette smoker. I know this

for a fact, since my friends smokes a lot. When we are together in a a room, the

smoke they exhales fills my lungs and also makes my eyes water.

possible, smoking in public should be banned altogether, because it is unfair

for non-smokers to go through the ordeal of breathing smoke-filled air. so it is

very inconsiderate of people to smoke in front of others.For the sake of everybody's

health, I think this should be done in other public places too.

2009年减少或避免吸二手烟办法

通过学习世界卫生组织《烟草控制框架公约》缔约方会议文件，我认识到二手烟草烟雾是一种没有安全标准的可对成人和儿童造成多种严重疾病的A类可致癌污染物，避免其危害的唯一有效手段是创建百分之百无烟环境，这就是我制定本办法的唯一目的。

第I部分前言

第1条术语解释：

1、二手烟草烟雾可定义为“从卷烟或其他烟草制品燃烧端散发的烟雾，且通常与吸烟者散发的烟雾混杂在一起”，本办法中简称为“二手烟”，英文缩写为SHS。（有报道称世界卫生组织认为“每周至少有一次接触二手烟超过15分钟才是吸二手烟”，但本人尚未在世界卫生组织中文文献中找到该说法，而且该说法不符合《烟草控制框架公约》及其实施准则的精神，应为讹传——b108j注）

2、无烟环境：“无烟空气”为100%无烟的空气，这一定义包括但不仅限于不存在可看见、闻到、感觉或测量的烟草烟雾的空气，这样的环境就是无烟环境。无烟环境场所应包括室内工作场所、（2）室内公共场所、（3）公共交通工具和以及（4）其他公共场所，在本办法中还包括家庭。其中室内指的是有顶部遮蔽或一处或多处墙壁或侧面环绕的任何空间，而不论顶部、墙壁或侧面使用了何种物料，也不论该结构是永久的还是临时的。
